While thinking of how to build my other generator idea, a slightly different idea popped out at me..  This one should be much easier to build...  

The scope of the project is-  Rotary Transformer..  How we can induce Transformer-Like induction where the magnetic field grows / shrinks / and flips polarity from rotation without the rotor ever leaving Dead-center alignment...

Now it does not necessary have to have only 4 magnets.  It can have many many magnets and wings of the rotor.   Say we had 18 magnets surrounding the coil -  Then we would use an 8 wing rotor.  This would equate to a much higher frequency output.

Also take notice of the rotation with regards to the coil's flux lines.  The rotation NEVER cut's across the coil's windings like a normal generator.  The rotor rotates on a flat plane with the face of the coil

Here's where we are at..

   

Coil is secure.  4X  N52 Neos go in the disc slots.  They are each 40mmx20mm.  The metal bar shown will be on the first rotor attempt.

Now the hard part.  Designing a motor mount to align securely with the coil!..

So this build has been cancelled and this topic will go silent unless I come back to it later.

After working out all the reactions, I can see the rotor WILL drag down as the coil polarizes the metal rotor bar, and the rotor bar will oppose travelling over the magnets.
