This is the setup.. The magnetic domain of the rotating tube is constantly changing while the magnetic field stays stationary in space.
Very interesting! Going to experiment with it..

One may think if I placed a single polarity magnet outside the rotating tube, it would act like a universal motor and the tube would spin. But it doesn't.
There is a balance as usual.. The steel tube IS attracted and repelled to the outside magnet, but there is an equal force of the steel tube attracting and repelling to the inside magnet in the reverse direction.
But when I place bolts sticking out, now an outside magnet does move the rotor. Just not continuous rotation.
Lots of things to try here..

well I built 3 different rotors to revolve around the magnet. 2 with nuts / bolts and 1 with laminates. I tried all combinations of numbers and achieved just about no cogging on some patterns. But it will NOT spin with any.
as soon as you bring a magnet close and create a positive torque, a counter negative torque manifests in the metal passing the magnet that balances each and every time.
At this time, I am concluding that a Universal Motor can spin because the rotor armature does not have to enter and exit a magnetic field to get polarized, the coils wrapped on the rotor polarize the armature.
I may come back to this if I get a new idea to try.
Edit- BUT I still do think this method can bypass Lenz in a generator. We can reverse Lenz, but then the same manifestation of restrictive forces in the metal passing the magnet work against us, Thus balancing.
