I've had a read through, and this is a mechanical version of Floyd Sweets VTA. Alternate rotating field, bifilar coils and I believe the enclosure is going to be anything that can wrap around the magnets and rotors to contain and maximise flux density.
I'm slowly coming to the conclusion that a cancelled Lenz effect, is actually the absence of a magnetic field, which is why Sweet used bifilar to capture the resulting power from resonating magnets. And in this patents case, the resonance of a pair of magnets, has been replaced with a mechanical rotation of them instead to effect the coils in the same manner.
